- The Cleveland Cavaliers have won the 2013 NBA Draft Lottery. The Cavs had a 13.8 percent chance of winning the lottery and came up with the winning combination to earn the right to the top choice. It is their fourth-ever first-overall choice in the NBA draft. They famously won the lottery in 2003 to win the right to pick LeBron James first overall and again in 2011, selecting Kyrie Irving. 0
